From 24th to 25th of June, The Hague will host the first NATO Summit taking place in the Netherlands. Taking place in The Hague’s in World Forum, the summit will be attended by over 8,500 participants and has led to one of the country’s largest security and logistical operations ever. From Sunday afternoon, 22 June to the end of the day on Thursday, 26 June, there will be major traffic disruptions around Amsterdam, The Hague and Rotterdam.
Situation in The Hague
To ensure that everything runs smoothly in The Hague, various safety measures are being taken via an emergency ordinance. Particularly effected is the area around the World Forum, but also the Zeestraat, areas along the coast, the Scheveningen harbour and in Haagse Bos. Some residents will temporarily live in a fenced-off area; the security fences will have access gates for residents. Other areas will be faced with safety measures without fences. The municipality will contact all residents and organisations in the areas where these measures apply and discuss what the measures mean for them.
Dates and times of safety measures per area
- NATO summit area (around the World Forum)
- NATO summit area (Catsheuvel and Eisenhowerlaan odd house numbers): security measures from 23:59 on 19 June to 20:00 on 25 June.
- Adjacent areas I (Eisenhowerlaan even house numbers) and II (Zorgvliet, or the triangle Johan de Wittlaan, Adriaan Goekooplaan and Scheveningseweg): safety measures from 18:00 on 23 June to 20:00 on 25 June.
- Zeestraat (around the hotels Carlton Ambassador Hotel and Hilton Hotels & Resorts and Panorama Mesdag)
- Zeestraat 1: (street side of the hotels) safety measures apply here from 12:00 on 22 June to 11:00 on 26 June.
- Zeestraat 2 (gym behind Hilton Hotels & Resorts): safety measures apply here from 12:00 on 24 June to 23:59 on 24 June.
- Adjacent area Zeestraat: (street side opposite the hotels) is closed from 12:00 on 22 June to 11:00 on 26 June. Sidewalk, restaurants and homes remain accessible to residents and businesses.
- Haagse Bos Noord
- Safety measures from17:00 on 24 June to 11:00 on 25 June.
- Coastline
- Safety measures apply for the maritime area along the coast from 23:59 on 19 June to 23:59 on 25 June.
Safety measures NATO summit area, Zeestraat and Haagse Bos Noord:
- Homes
- You can always go to and from your home (without a car, bicycle or other vehicle). The Zorgvliet area is accessible by private transport.
- For residents in the fenced-off area, access controls apply when entering the area at designated locations. These locations are currently not yet known.
- Moving and renovating is not possible during this period. Contractors and other service providers cannot enter or leave the area.
- In the event of an emergency, suppliers of electricity, gas and water are allowed to enter the area.
- Care and emergency services
- The closed-off areas remain easily accessible for emergency services (police, ambulance and fire brigade).
- You can only receive essential visitors, such as medical assistance or informal care. Garden or cleaning assistance, for example, does not fall under this exemption. Informal carers (e.g. mantelzorgers) must be registered in advance. The municipality will inform residents about how this works. Informal carers must identify themselves at the access control.
- Vehicles including bicycles in the closed-off areas:
- Vehicles are not allowed to enter or leave the closed area.
- Vehicles are not allowed in public spaces. They are therefore not allowed to drive on the road. You may only park on your own property. There is a parking ban and a towing arrangement in public spaces. Remove your vehicle(s) in time. This applies not only to cars, but also to bicycles or other vehicles.
- The municipality will provide other parking spaces as close as possible to the closed area. There will also be a parking space for bicycles.
- The Zorgvliet area is accessible to residents with their own transport. Residents are allowed to drive on the public road within the area but may only park on their own property.
- Taxis are not allowed in the closed area. Residents can be picked up and dropped off outside the closed area. Are you unable to walk or do you use a wheelchair? Then assistance can take you to your home.
- Home delivery – During the closure of the area, it is not recommended to use post, parcel and meal delivery services. The following rules apply:
- Letter post within the closed area is possible.
- Package and meal deliverers are not allowed to enter the closed area. Delivering packages is only possible at a parcel point outside the closed area. The police will check these packages during the access control. Meals can also be delivered outside the fences.
- Receiving letterbox packages is not possible during this period.
- Household waste and bulky waste
- Household and bulky waste will not be collected in the closed areas during the closure. Adjusted times will be in place for collecting household and bulky waste. The municipality will inform residents about this.
- Shops etc.
- A number of businesses and institutions will not be accessible during this period.
- Education and childcare
- Schools in the area can remain open and accessible. Some schools in the vicinity of the World Forum offer an adjusted program during the NATO summit. Schools will inform parents and children about this themselves.
- Daycare in the Catsheuvel area can remain open.
Major Traffic Disruptions
Residents of The Hague should prepare for significant traffic disruptions due to security measures and road closures. The Dutch government has advised avoiding travel in the Randstad region during the summit.
Road Closures & Congestion
- Motorways will experience temporary and partial closures, including slip roads, flyovers, and tunnels Sunday afternoon, 22 June to the end of the day on Thursday, 26 June:
- A4: 2 lanes in direction The Hague closed between junctions De Hoek (A5) and Burgerveen (A44). Exits Hoofddorp (3), Hoofdorp-Zuid (3a) and Nieuw-Vennep (4) are closed.
- A5: closed in both directions between junctions Raasdorp (A9) and de Hoek (A4)
- A44: closed in direction The Hague between junction Burgerveen (A4) and Wassenaar and closed in both directions on the afternoon and evening of 25 June.
- N-roads:
- N44: closed in both directions between Wassenaar and N14.
- N440: closed in both directions between the N44 and the World Forum
- N434 (Corbulo tracé): closed in both directions on the afternoon and evening of 25 June
- Johan de Wittlaan: Closed in one direction from 7 April and fully shut from 14 April until early August.
- Local Roads: As far out as Katwijk, Noordwijk, Haarlemmermeer, Leiden and Rotterdam will be affected by closures and diversions.

Public Transport Adjustments
- Trains: National rail services will operate as usual but may experience increased passenger volumes.
- Trams & buses: Routes passing through the vicinity of the World Forum will be suspended, and some services may be more crowded than usual. Real-time updated on affected tram and bus lines will be provided by local public transport provider HTM.
Air Travel Considerations
- Schiphol Airport: Two runways (Polderbaan and Buitenveldertbaan) will be temporarily out of use. Travelers should expect delays and congestion both at the airport and on surrounding roads. For up-to-date information on incoming and outgoing flights, check schiphol.nl.
- General air traffic: From 15:00 on 23 June to 23:59 on 25 June, no commercial air traffic will be permitted in a 16-kilometre radius around The Hague. Commercial flights are allowed within a 93-kilometre radius of The Hague.
General recommendations
- Avoid travel in the Randstad region between 22 and 26 June if possible.
- Avoid travel during rush hour.
- Work remotely to minimise commuting disruptions.
- Plan journeys in advance and stay updated on traffic conditions.
- Use alternative transportation such as public transport, cycling or walking when feasible.
- Follow official updates from Rijkswaterstaat, nl, OV9292 and HTM for real-time traffic information.
